India is the second highest producer of Engineers and scientists then how come they are placed in the 16th spot

Thanks, but this is not good, i see this trend that each year Israel decline, in GCI Israel drop from 17 אם 22 to 26, In Global Innovation Index Israel drop from 14 to 17, in Human Development Index drop from 15 to 17

i dont like this trend.
