5,800-crore plan For KPs return

The Omar Abdullah government has proposed a Rs. 5,800-crore Prime Minister’s Reconstruction Programme aimed at incentivising Kashmiri Pandits to return to the Valley, The Hindu reported on Friday.
The rehabilitation package includes providing security and jobs for the returning Pandits and repair of their houses that were burnt or destroyed. The programme also provides for repurchase of their houses disposed of in distress before fleeing Kashmir.
Finance Minister A. R. Rather submitted the proposal to Union Finance Minister Arun Jaitley on Monday, the day the President addressed both Houses of Parliament.
The President in his address had said the government would make efforts to ensure the return of Pandits “with full dignity, security and assured livelihood.”
“We are seeking money from the Centre for security to Pandits post-rehabilitation,” Rather was quoted by the newspaper as having said.
Meanwhile, union Home minister Rajnath Singh has set the ball rolling for the smooth and safe return of Kashmiri Pandits to the Valley.
Singh has asked ministry of home affairs (MHA) officials to take steps to strengthen measures to curb infiltration into Jammu and Kashmir. The MHA’s Kashmir division also made a detailed presentation before the home minister on the broad contours of Article 370. A broad discussion on Article 370 will now begin.
In its first step towards fulfilling Prime Minister Narendra Modi’s promise of rehabilitation of Kashmiri Pandits, the home ministry is all set to approve an enhanced package of Rs. 20 lakh per family for re-construction of their houses in the Valley.
Rajnath Singh indicated his approval of the enhanced assistance at a review meeting. The assistance will be provided under the revised Prime Minister’s package to encourage the return and rehabilitation of Kashmiri Pandit families.
“The Union home ministry has received a proposal from the Omar Abdullah government in J&K in this regard. It will be formally approved and implemented soon,” said a ministry source.
Later, in his tweets Singh highlighted two issues — rehabilitation of Kashmiri Pandits and curbing cross-border infiltration — as the two key issues that he had focused on during Thursday’s review meeting. Singh said he instructed officials to “take Kashmiri migrants into confidence” and to “work on steps to be taken for their safe return to the Valley”. He also asked the officials to strengthen measures to curb infiltration from the other side of the border.
The UPA regime had in 2008 announced a package for return and rehabilitation of Kashmiri migrants in which the assistance offered for reconstruction or construction of houses was capped at Rs. 7.5 lakh.
This assistance was also only applicable to families of Kashmiri Pandits who had sold their properties between 1989 and 1997 when The J&K Migrant Immovable Property (Preservation, Protection and Restraint of Distress Sale) Act was enacted.
Once the plan is approved, the families would get the Rs. 20 lakh assistance irrespective of time when they disposed of their properties in the Valley.

Great news. Read it already. Even the hardliners welcomed the move but cautioned against any special status....as if we care a dime. :D

He threatened to launch a campaign against the creation of a separate homeland for the Kashmiri Pandit community in the Valley. He warned that such settlements can create an Israel-Palestine type situation in Kashmir and will be an attempt to give communal colour to our freedom movement.

About time.Now plights of poor Kashmiri Pandits in refugee camps is come to an end.Dont trust that Omar .Centre must oversee all developments.I think Kashmiris understand their mistake when they attacked their own Pandit brothers.
Hope all project will finish within this government time.
 
How many would really be willing to move back? I know few families who were forced to leave valley and are now doing well in life since being thrown out. I don't see much of the chances of them willing to move back to the land where they got screwed up so badly. They have very strong ties with where they are living now, and on top of it, they have already offloaded cheaply whatever they had in valley. So I don't know what will be their motivation to move back?

But I would like them to buy some property for investment or for temporary visits. Seriously, I hate the fact that no other Indian can buy land in that particular India state. This needs to change and it will bring in lot more changes by itself!!

Make Rest of Citizens into KP(Paperwork can be done) and move them instead if KP's don't want to go back,Atleast others can avail the benefit of government scheme of 20 lakhs and govt.jobs.
 
why you people are banking on pandits to solve all your problems? suppose all few laks of them return. then what? even if you assume they are all pro india, they would make up less than 8 percent of valley population. the majority of kashmiris still would hate bharti occupation and strive for freedom. wake up and smell the cow urine, for your own sakes!

Who says they will make up less than 8% they have grown peacefully in India all these years they would make 45-50% if not more when they move to kashmir. :D

I am not sure most of them would return except for those living in refugee camps in jammu.But Rs.20 lakh as assistance sounds good.

This is the time GOI needs to push People in and change the state demographics KP,KP hindus, sikhs, buddhists non KP, non Kashmiris all should be included in the relocation ;), Ajit doval is intelligent.No one will oppose the relocation as it was their natural home ;)

No one's gonna oppose i am sure.
And I dont doubt Mr.Doval's capabilities too.
But i strongly believe that unless ppl from other states are not allowed to make investments in kashmir the situation isnt gonna improve. Nonetheless this step is one step towards "Indiananising" Kashmir,which after 1990s had turned a little pro-Pakistan.

But i strongly believe that unless ppl from other states are not allowed to make investments in kashmir the situation isnt gonna improve. Nonetheless this step is one step towards "Indiananising" Kashmir,which after 1990s had turned a little pro-Pakistan.
Once demography has changed the Art.370 will be gone, then you have investments coming in, its all proceeding in a phased manner :D

Don't you see the Han chinese relocation to Xinjiang model? :p:
