Nor is that the government. At least the militants have a dream to sell to a people who usually have experienced little more than neglect and disappointment in the existing arrangement.They'll support whosoever is providing civil services and facilities. That's not militants.
The only solution are empowered local governments elected by, and which rule over small, atomic constituencies in whose local economies the members of government are obliged to participate exclusive of all other economies. That is, they earn their living from the economies of their constituencies and spend it within them. As a result of the shared interests of the government and local community thus developed, and also as a consequence of the power devolved from the central government to these local governments, the local government and the community members would have the power and incentive to work for the development of their community.
