Japan is a self-defence force, and Iran is a powerful nation, but outdated in many respects.

I think this list was purely based off budget.; which if you look at it does make sense, a nation with a high military budget can easily outlast and replace equipment than one with a lower spending.

Also notice how ones with higher spending have always been world powers.

Here we go again !!! Based on what criteria?? Both India and Pakistan have large army, but none of them are fully Industrialised country's and are dependent completly on Medium to High tech weapone from others.
How large and strong your economy is and what is the level of your Industrial base will decide the power of your army. Not just by numbers,...
