To win this war Pakistan needs to counter their ideologies on religious level, increase development and employment in the areas, and military operations only when needed.

You take out entire Taliban leadership then what (assuming you even can while noor wali still hasn’t been smoked)? Daesh or internationally recognized Afghan government. Both are far worse than Taliban.
