I don't think even Muslims will do so, given the language/culture barriers and of course security again. Unless, there are any incentives, any significant number of outsiders will not do so - Life comes first.May be Indian muslims could apply for domicile there.

Can't say. Militants even kill politically opponent Kashmiris, a Muslim buying land would be seen as a traitor at least. Not to mention the racism by Kashmiris - even to the Gujjar-Bakarwal pastoralists, relations are not amicable to say the least (judging from social media - K-Twitter, Kashmiris take Gujjar or even Pahadi as an insult to themselves). They are pretty ready for a fight, that's for sure. That mostly comes from insecurity though.Its just Pakistani culture. There's a reason why Pakistan has the highest amount of per capita violence in South Asia.
