Can't say. Militants even kill politically opponent Kashmiris, a Muslim buying land would be seen as a traitor at least. Not to mention the racism by Kashmiris - even to the Gujjar-Bakarwal pastoralists, relations are not amicable to say the least (judging from social media - K-Twitter, Kashmiris take Gujjar or even Pahadi as an insult to themselves). I think the status quo was/is the best way to continue but you know this stupid short-sighted government.

Kashmir valley is just 15% of total of J&K. I would think GOI wouldn't mind them isolating themselves there.
