After separating Ladakh, I don't think it's 15%.Kashmir valley is just 15% of total of J&K. I would think GOI wouldn't mind them isolating themselves there.

Kishtwar, Ramban and Doda are in Jammu division but have seen militancy in the past, too much interference can ignite that again.
His stance is rather irrelevant, if anything is any legal value it's the Maharaja's accession to India. If Kashmiri leadership had shown much resistance then it would have been a Union territory a long ago.
