Well long story short but I am sorry the system you are talking about is not an Islamic system but your own made up system. The Islamic system is Khilafat and the whole Khilafat system and its procedure is present in Islamic fiqh and literature. So my advise to you is that just follow the original Khilafat system which is already present in the Islamic books and don't make your own new 'Islamic' system.

And what is Hadood Ullah?

If you want to be a Good doctor you will have to become a Fundamentalist of Medical, If you want to be a good engineer you will have to become a Fundamentalist of engineering.
Fundamentalism is necessary in every field of Life If you want to get Jannat(Paradise) you will have to be a Fundamentalist.

I study Politic yes I had subject Communism Capitalism and Islam.
I know but no one can say I fully know communism because Stalin made it worse.

Islamism Government system is not fully Communism nor Capitalism.
