Russians will never do anything in time!! This may delay the procurement further. IAF badly needs heavy lift Mi-26 and attack chopper like Apache urgently. :hitwall: If they want to buy both transport and attack choppers from single vendor than the deal should go to Boeing.

Russians Hold Up IAF Chopper Contests
October 5, 2010
By Saurabh Joshi

The Indian Air Force (IAF) Trials for an Estimated USD 2 billion order for 22 Attack and 15 Heavy Lift Helicopters have been Held Up because the Russian Contenders in the Two Shortlists have Failed to Arrive in India.

Senior IAF officials said on Monday that for reasons that were, as yet, unclear, the Russian Mil Mi-28 and the Mi-26 helicopters had not been cleared to come to India for trials. The trials for both categories of aircraft began in July.

IAF officials have chosen not to label this a delay and deny they’ve set any deadline for the Russian aircraft to arrive for trials, even though this could put the two acquisition contests in limbo. Boeing’s Apache AH-64D attack helicopter and the Chinook heavy lift helicopter are the other aircraft in the competition.

The IAF would, presumably, want to prevent the Process of Acquisition of the two types of aircraft from being Jeopardized by the Withdrawal of the Russian Helicopters from the Contest.
Under the Indian Defense Procurement Procedure (DPP), Any Contest which Results in the Survival of Only a Single Vendor is Vitiated and the Process has to be Restarted.

The Trials of both the Apache and Chinook Helicopters have been Completed. The Weapons Trials Phase for the Apache Helicopter Ended Last Week in the United States.

AH 64D Block III

According to Boeing officials, the first Block III Apache would be delivered to the US Army in 2011 and to the IAF within three years or less of the signing of an agreement.

Boeing has developed a capability in the Apache to control Unmanned Aerial Vehicles (UAV). If IAF gets this, it will be a huge advantage.

Indians complaining about other countries being behind schedule? HAL Teja, Arjun, Kaveri, Howitzers competition, CWG's etc etc.

IAF already operating Mi-26 and MI-25 , MI-25 is just the version of MI-28..

why then the trails needed..

if IAF want amarican machines then they can directly go for Govt to Govt deal with US...trail and tendor proccess is just unnnessarary...probably the russians knows it..

:rolleyes1:

As usual!! See the difference between buying something and developing something on your own. If we delay the tender than the seller cannot question but if the seller delay they had to face consequences.

@cardsharp...

Whats the relation between Tejas/Arjun and Apache/Mi 28.. ?

We are paying hard cash... So its suppliers duty to send items on time...

If that the case than the Russian should not responded to the RFI or atleast say that we are out of it.

Everyone knows that Mi-28's chance is very low but Mi-26 is a top contender.

I don't think Mi-25 is a version of Mi-28. Mi-35 is an advanced version of Mi-25 that IAF operates. Now IAF wants to replace them with new heavy attack helicopter like AH-64D Block III or Mi-28 upg.

In what kind of ops does the IAF expect to use attack helis? Shouldn't these be bought by the army aviation corps?

There are huge debates about this. Who will operate attack choppers, IAF or IA. As of now only IAF operated them. But now on IA will also operate their own fleet of attack choppers. Both IA and IAF ordered large number of LCH. But these Ah-64D are for IAF.

What's the point of creating multiple authorities for the same thing?

Too many cooks spoil the broth, isn't that what happened with CWG?

Dude I personally think IA should operate them. But as you know its the top generals who decided this. IAF says that they need choppers for protection of air bases and Garud operations. Actually they wanted all the attack choppers should belong to them like now but IA insisted. They ordered much more attack choppers than IAF. IA even thinking about having their own fixed wing aircrafts!!

As of now HAL has a firm order to deliver 65 LCH to the IAF and 114 to the Army.

Dude, everyone was talking that the number of people was very less. The OC mainly consists of 5 members while Melbourne CWG had 100 members in their OC. :D

and i agree with you regarding mi 26 we dont need any trails because we already operate them unless the russians had changed the engines and avionics in the new production variants
