By speaking to officials in the intelligence establishment, officers of the Mumbai Police and by poring through media reports of the time, India Today has pieced together details of Operation Dawood, a supposedly covert operation, which fell apart because of lack of coordination among India's security agencies.

Speaking on Aaj Tak's Seedhi Baat programme, RK Singh stirred a hornet's nest when he revealed that, "An operation to eliminate Dawood Ibrahim was being planned, before it was blown by actions of some Mumbai cops. Ajit Doval was involved in the operation."

The plot goes back to the year 2005. Current National Security Advisor Ajit Doval had retired as Director Intelligence Bureau in January that year. News broke that Dawood Ibrahim's daughter Mahrukh was to marry Pakistani cricketer Javed Miandad's son Junaid. Junaid was a student of Business Administration at Oxford University while Mahrukh was studying in London.

Javed Miandad was one of the most hated cricketers in India. His last ball six against Chetan Sharma at Sharjah had been etched as a nightmare in the collective memory of Indian cricket fans. He had famously declared that Muslim marriages are made in heaven and he as a mere mortal was in no position to challenge Allah's will, even if it involved his son marrying the daughter of a known underworld don.
The Nikah was to be performed at Mecca on 9 July while the Walimah (reception) was fixed for 23 July at the Grand Hyatt in Dubai. As soon as Indian intelligence agencies got wind of Dawood's plan to marry his beloved daughter a plan was hatched to eliminate the underworld don in Dubai. IB officials felt that this was their best chance to eliminate Dawood, as it was very rarely that they had specific information about where India's most wanted man was going to be. By the middle of 2000, international pressure had begun to mount against Pakistan to act against Dawood Ibrahim who had been designated by the United Nations as a globally wanted terrorist. It had become difficult for Dawood to move in and out of Pakistan easily. But there was no way he was going to skip his daughter's reception.

The government wanted full deniability in case the plan went kaput and so a decision was taken to engage members of the Chota Rajan gang instead of sending commandos for the operation. AK Doval was made in charge of the operation.

Chota Rajan had split with Dawood Ibrahim after the Bombay blasts of 1993. He positioned himself as the Hindu Don who would take on Dawood Ibrahim, the butcher of Mumbai. For India's intelligence agencies an enemy's enemy was a friend. Rajan was looking for a chance to avenge the attack on him in Bangkok in 2000.

Rajan deputed two of his most trusted sharpshooters Vicky Malhotra and Farid Tanasha. The duo reportedly entered India through 24-Paraganas in West Bengal. Before this, Tanasha and Malhotra had been hiding in a South East Asian country.

According to RK Singh, the men were trained at a secret location in India and a detailed plan to eliminate Dawood was finalised. Tanasha and Malhotra were given fake travel documents and flights tickets were booked for the duo to reach Dubai in time for the grand reception. This was billed as one of the most audacious operations ever mounted by the Indian intelligence establishment.

But that's when things started to go horribly wrong. Unknown to the Intelligence Bureau officials, cops in the Mumbai police got to know about the presence of members of the Chota Rajan Gang in India. Former Home Secretary RK Singh alleges that Mumbai police officials deliberately sabotaged Operation Dawood because of their close ties with the underworld gangster.

However, according to media reports of the time, Deputy Commissioner of Police in the Mumbai Crime Branch Dhananjay Kamlakar was despatched to Delhi by his seniors with the explicit instruction to arrest the members of the Chota Rajan gang. Kamlakar later said that he was told that the Rajan gang members had entered India to eliminate a senior politician or top businessman. The Mumbai police was keeping tabs on the movements of Malhotra and Tanasha within India.

The IB's plan was ready. And the sharp shooters were getting set to take off for Dubai. One afternoon when AK Doval was doing a final briefing of the Rajan gang members, Kamlakar's team dashed into the hotel where the meeting was taking place. At that time the three of them were reportedly poring over the blueprint of the Grand Hyatt hotel to determine the best position to install the sharp shooters.

Doval reportedly lost his cool when the Mumbai police team came rushing in. He tried to explain to the Mumbai cop who he was but Kamlakar stood his ground and arrested Tanasha and Malhotra and took them with him to Mumbai.

AK Doval was forced to back off. One of the most audacious operations to eliminate the underworld don unravelled because of an ugly turf war between India's security agencies. The next morning the incident was widely reported in the major national dailies.

Later when newspapers asked Doval for his reaction to the botched up operation the super sleuth denied all knowledge and said that he had been watching a TV programme at home at that time.

In his interview RK Singh says that India should not be disheartened because one operation did not materialise. The United States too had many aborted attempts to eliminate Osama Bin Laden before the Seals hit the jackpot at Abbottabad.

Farid Tanasha was murdered by unknown assailants in Mumbai in June 2010. Vicky Malhotra was sentenced to five years prison by a MCOCA court in Mumbai but he was able to jump bail and nothing has been heard about him ever since.

BJP govt’s first major reshuffle in Maharashtra; 37 IPS officers transferred

The Maharashtra government — in its first major reshuffle — transferred a total of 37 IPS officers on Monday.

With the reshuffle, the government has finally filled up the post of the sixth director general of police (DGP) by promoting SC Mathur, an IPS officer of the 1981 batch. Mathur, earlier posted as the Pune police commissioner, is now the state DG (legal and provision).

“The appointment of the DGP will help us improve the conviction rate in the state. After the announcement of action against public prosecutors for poor rate of conviction, the conviction rate in the state has jumped to 38% in February from January’s 28%. This was merely 18% last year,” said KP Bakshi, additional chief secretary.

The state has also created a new post of joint commissioner of police (JCP) to head the economic offences wing (EOW) of the Mumbai crime branch, taking the number of JCPs in the city to five. Dhananjay Kamlakar, earlier the joint commissioner of police (law and order), has been asked to head the EOW. :lol:

Earlier, the wing was headed by an officer of the additional commissioner of police (EOW) rank, who used to report to the joint commissioner of police (crime).

The creation of the new post of a JCP (EOW) was necessitated owing to the increasing economic offences in the city.

Kamlakar’s place as the JCP (law and order) will now be taken over by Deven Bharti, an officer of the 1994 batch, who played a crucial role in investigating the 26/11 terror attacks, and also had a long stint as both the deputy commissioner of police (crime) and additional commissioner of police (crime). Bharti was posted as special inspector general of police (law and order).

The other key transfer for the city was of Milind Bharambe, who has been appointed as the joint commissioner of police (traffic). :devil: (punishment ?)

The entire 1989-IPS batch has been promoted as additional director general (ADG), while some of the officers of the 1997 batch were promoted as inspector general of police (IGP).

Two deputy inspector general (DIG) rank officials from the 1998 batch and one officer from the 1999 batch were also transferred.

Other significant postings in the city included the appointments of Madhukar Pande (1996 batch) as new the CP of Government Railway Police (GRP), D Kanakratnam (1987 batch) as ADG (railways), BK Upadhyay (1989 batch) as the principal secretary (special) home, Hemant Nagrale (1987 batch) as the ADG Mhada, Pravin Salunkhe (1995 batch) as the IGP coastal security, and Deepak Pandey (1999 batch) as the DIG state human rights commission.

In other major postings, DIG Shashikant Shinde (1998 batch) who was earlier the DIG, prisons, Nagpur, was transferred to Maharashtra state security corporation, while Vitthal Jadhav (1998 batch) was posted as the DIG, Nagpur prisons.

Though he didn’t have as spectacular stints in comparison with Deven Bharti and Parambir Singh, he became known for his creative techniques in solving cases. However, the officer landed in controversy for his alleged role in the Hasina Parker extortion case after which he was shifted from crime branch. :D

Can someone please explain, under what authority, was Ajit Doval planning to carry out operation?
 
Why should we blame others when we have our own fair share traitorous in our country ?

A possible punishment for cops that involved .Kamlakar is transfered because of NSA interefere Who knows?

That is his authority .And now he is one step ahead .National Security Adviser.

Dude .Ajit Doval IPS is decorated officer that got Kirti Chara (a higher gallantry award mainly for soldiers)when he was a young guy in his service .That is still a record .If he did these ops he might have orders from PMO or HM( possibly from bureacratic circles).He is a legend in intel community.Perhaps that is why that Mumbai cop counldnt identify him.

Forget about that .Now he is in top post.Almost all intelligence agencies is in his hand.

1) Is his affiliation with criminals, being legitimized?

2) Is his gallivanting without proper authorization, being legitimized?

3) Him being just a run of the mill, over hyped buffoon being covered up?

very true, the operation fell due to lack of coordination or failure to keep it under wraps from prying eyes. come on such a sensitive operation and the Dovil guy had no support outside the room and hotel lobby to stop and mislead the raiding police party? one wonders what was the level of authority that sanctioned that assassination plot. a phone call could have stopped the raiding party dead in their path. even if the operation went ahead I don't expect the killers would have have been allowed to live. they would have been executed soon after the completion to keep this a secret ,, the unnatural death of one would be assassination is the proof.

Couple of corrections.

1. Ajit Doval was given a Military award "Kirti Chakra" and he was the 1st Police officer to ever receive it.

The ONLY other police officer to be awarded this posthumously is Vinod Chaubey who was killed while fighting the Naxals.

In its entire history, only 14 Kirti Chakra's were ever given out. (most of them posthumously i.e. after Death) So you can imagine what a great honour it is to receive one. It indicates an extraordinary courage and dedication to the cause.

He is also the YOUNGEST police officer to ever get the Police Medal which is a Gallantry award. He got it in his first 6 years of service. It is usually given to officers who has completed 17 years in service :cheesy:

2. As NSA, ALL Intelligence agencies in India report to him and he reports to the PM directly.

Perhaps it was a covert plan .And he has good reputation in neutralizing threats against this nation through unusual way.
He had some support from high echleons .Otherwise why didnt they arrest him ?After all organizing criminals like that is a illegal.
 
Well it looks more like a planted story than an operation.
meeting takes place in hotel ? intelligence agencies use safe houses not hotel. If they wanted to do it they would have done it. Isnt the there infamous purulia arms drop case where the RAW and govt were hand in glove to drop weapons to destabilize a state govt. Other than an uproar nothing happened after it. If dawood operation had govt backing they would have certainly done it, kamalakar or no kamalakar. There must be some other good reason why it was not attempted.

These gangsters have no loyalty ,they will change sides based on who is stronger. India can make better use of dawood in pakistan than having him dead. Remember the whole idea of intelligence is deception not bravado.
