Muslim is a legal position. Somebody could be a very good or a very bad person and person and in both instances be a Muslim. In principle, you could kill a million people and that doesn't nullify Muslimhood. It does your Muminhood, but that is between you and God, and not a legality like the former. It's like being a human.

I've been thinking I believe the consensus is internationally that Muslims who join IS aren't really Muslims.

So if this true then the worse possible punishment and deterrent for people to join IS is to deny them Jannah

No I'm not, you don't understand concept of disbelief. It's about denying God or associating partners with him. Being in a battlefield or part of militia doesn't strip you of being Muslim. Unless of course you have disbelief in your heart which only God can know. You could be a misguided Muslim or commit major sins, but even then it's not likely it will make you a disbeliever. I think we are all familiar here with the story of the criminal who asked the Prophet(SAW) what he needs to do to repent. And he made a journey to the Kaaba in which he died almost half way point. So when the angel of death went to take his soul, God asked him if he reached half way point. Angel responded no. So God shifted the sand or something along those lines and accepted his repentance and we know that this man will end up in Paradise even though he killed dozens. Because his repentance is sincere.

Won't work. This is an ideological battle inside Islam, that US can not fight even if it wanted to whether by using Muslim foot soldiers or using a feminist army recruited from New York.

Yes, he killed innocent people to steal their belongings. Are you not familiar with this story? As far as ISIS goes, we can't judge every single member apart of them. Some of them do it for money, some of them are locals who see no other choice, etc....What we can say is ISIS's platform/ideology has transgressed from Islam.
