Because air chief marshal have pointed out that paf have already started to work on the future weapons. Likely when f16 j31 will retire. So it is pisible that jf18 could b one of the initial step regarding those plannings

Thunder needs a more powerfull engine ,
Needs more light weight meterials , but that will increase the price which pakistan doesnt want that much in block 2 ,3
To be truly stealth thunder will need internal bays to carry all sort of weapons other wise it defeats the objective.
in the current configuration it will really limit the effectiveness , because its small in size and you have to adjust size of plane and basically redesign , meaning end up building a newer plane , just stealth coating wont making thunder a 5th gen stealth bird they need to redesign from scracth
and for that there is already j 31 it will be better to adopt that plane according to the needs of paf and will be alot cheaper
