Russian Prime Minister Dmitry Medvedev has called on the defense and foreign ministries to negotiate with Egypt to sign an agreement on mutual use of airspace and airports, including the air bases of the two countries.

An appropriate decree issued by Medvedev on 28 November and published on Thursday, November 30, on the official website of the Russian Government of Legal Information, "the ratification of the draft agreement between the Government of the Russian Federation and the Government of Egypt on the system of use of domain Air and airport infrastructure for Russia and Egypt. "

The text of the decree indicated that this agreement "was presented by the Russian Ministry of Defense and coordinated with the Russian Foreign Ministry and other federal bodies concerned with the executive authority and the Commission of Investigation of the Russian Federation, and preliminary work was done with the Egyptian side."

Medvedev also instructed the Russian Ministry of Defense "to hold negotiations with the Egyptian side with the participation of the Russian Foreign Ministry and to sign the agreement after reaching a consensus on behalf of the Government of the Russian Federation, while allowing, where necessary, modifications that do not have a preliminary character in the project. "

It should be noted that this agreement, once signed, will allow the forces of both countries to use air spaces and air bases of each other, including by military aircraft.

In this context, the draft document states that "military aircraft use the airspace of the Russian Federation and the Arab Republic of Egypt to carry out flights in accordance with the laws in force in both States and the norms of international law and in accordance with the regime established by this Agreement."

The text of the document, which is to be extended for 5 years, does not include military aircraft for early warning and control and military aircraft carrying dangerous cargo.

The draft of the agreement comes as the background of an official visit by the Russian Defense Minister, Sergei Shoigu to Egypt, where he headed the Russian delegation to a meeting of the Russian-Egyptian Joint Committee for Military Technical Cooperation in Cairo. The delegation includes a number of senior officials in the ministries and agencies concerned and institutions of the Russian military industries.

During his visit to Cairo, Shoigu met with Egyptian President Abdel Fattah al-Sisi.

You might be right.. some people are thinking that too..but we still don't know much about the Sudanese base. what we know till now is that Sudan proposed a joint base with Russia, but nothing about its nature as an air base, naval one or something else..

I dont think Egypt will allow Russia to use its base if it goes with Sudan , it does not make sense since Egypt controls the door to the Red Sea .

I think Sudan base think was a bluff from Russia to get Egypt on board otherwise their Defenc Minister would have not Visited Egypt right after Sudanese Clown Bashir visit .

There might be some truth to what you are stating.. since there is no deal with Sudan..it was merely a proposition,,but a Naval or ground base is still possible.. more like a lnd base, because KSA won't be happy with a Russian naval base there while it is trying to transfer most of its oil delivery capacity to the red sea.. but who knows with the latest events..

Russia used Sudan bluff to push Egypt to accept a deal for bases . Russia is more interested in east medditeranean area . The red sea is under Egypt control from the north through Suez Canal and by France and Saudi Arabia sout though bab AL mandib at Djibouti and Yemen .

Well... what does Egypt gain for that? because having to land and use RU bases in RU soil... is not really interesting...
I can understand thepolitical package with it..;but it' snot like Egypt is in need of that tbh.

Russia and Egypt have excellent ties nowadays, there is absolutely no reason for them to "play" us, my friend. Why always so cynical, Barca? Why couldn't it have been strictly negotiations? Look at all the stuff we've bought from them lately, not just militarily, but the nuclear reactors and countless other projects. Why would they "play" us? Strictly speaking from a logistical and strategic perspective, don't you think having access to Egyptian air bases is much more attractive and useful to Russia than in Sudan? They didn't need to "play" anyone.

RU wanted somthing... So they played the Bluff and had somthing even better.

As for mutual base..; it's only a RU win... it's not like Egypt is interested by RU based... and I hoped Egypt to ask somthing in return..; at least they should.

Where do you see anything that suggests some "bluff" by the Russians? This is what I'm confused about; how you came to that conclusion. Where is Sudan mentioned anywhere and where is the bluffing where there are negotiations? I'm missing that part and can't see how you came to that conclusion.

According to your logic, what @mahatir said is the opposite of what you said but even that I don't necessarily agree with. By the same token, we can also easily say that Egypt played both Sudan and Russia but I don't even think that is true either. I think this was of mutual interest and benefit and is the result of a lot of the recent economic, political and cooperative activities that have been taking place.

I think people always think there is some sort of deceit or diabolical intentions behind everything. It's crazy.

Egypt has refused a Russian military base as well as an American one.. this deal is the best that Russia and Egypt can get.. the use of their airspaces for logistics.. Russia also needs it to protect its very expensive projects in Egypt..like the Nuclear plants it is financing or its own Industrial zones in Suez..for instance..

I agree with such a policy. No permanent or even long-term bases but solely an allowance for partial use that at all times will be in the interests of Egypt.

Personally I am very happy that KSA no longer hosts any foreign military bases (after the US left after the Gulf War) and in a perfect world no Arab country should host any foreign bases expect for bases used by fellow Arab countries.

Egypt's ties with Russia or any other power, be it the US or China, should not mean hosting foreign military bases of such countries. On this front I agree with the Iranian Mullah's (one of the few things that I agree with them on) who are supposedly against the establishment of any foreign bases in Iran.

Viktor Bondarev, chairman of the Defense and Security Committee of the Council of the Union in the Russian parliament, said Russia and Egypt reached consensus on the central clauses of the agreement on the mutual use of airspace and airports.

The Russian senator said in a press statement that the final agreement between Russia and Egypt in this regard may be signed in December.
