Y BSF not shoot down Bangladesi intruders.....?

A few days back ,I have read out a news in India's daily Journal '''THE HiNDU''' ,,that Bangladesi intruders backed by BDR were illegally ploughing the Field inside indian territory ,,,n when Indian BSF personal rushed to that area both Intruders n BDR were heatly argued with BSF....My Questin is that Y not at that moment when BSF seen them inside indian territory they shot them down to dead...?
