What defines a Pakistani muslim?

That's escapist kind of thought. Pakistan isn't a monarch it's leader will do what general population want them to do. Going by this logic, even Dawn with pro-USA approach, is an example of 'rent-a-paper'.
You will need to learn a lot more about Pakistan's democracy before you can blame the general public for its leaders

I first want to know what defines a Pakistani Muslim?

Anyways, this seems like a religious text to me. If this is, please don't bother translating. Instead tell me how this doesn't apply to Indian muslims or the woman in the question who won the election on BJP ticket?

There is no point in giving religious texts to you.

What defines a Muslim is his Faith; God is one & Prophet Muhammad (PBUH) is his last prophet.
There is more to being a Muslim then just avoiding liquor, Hindu clothes( as you mentioned).Though, these are considered as sinful acts but they don't set standards to incite dictum's whether a person is Muslim or not.
The fundamental beliefs of Islam are summed in the folllowing para
“I believe in Allah (praise is due to Him alone), His angels, his books, his messengers (may they be blessed), the Last Day, Measurement (sometimes translated as pre-determination or destiny), both the good and the bad are from Allah the Exalted, and in life after death.”
