Of course Iran has to do that, and it will take some time, but we dont really know if they have already done the work, or that they are doing it. Also the IRGC should be able to achieve a high degree of accuracy in the future, once their own GPS system is ready and up in orbit. So accuracy wont be an issue. And sometimes a nuke isnt really needed to destroy a certain target, so its not worth wasting a nuke on such a target. This means that both conventional and nuclear warheads are needed.The CEP of an ICBM will be in the range of kilometers. Putting a conventional warhead on an ICBM makes no sense as it will be of little tactical and strategic value due to its inaccuracy and high cost. And building a reentry vehicle for an ICBM is the challenging part. Your projectile may have to reenter the atmosphere at a speed of +7,000 m/s (~26,000 km/h) at an angle of 23 degrees from the horizon. So, Iran should master the aerodynamics of hypersonic systems as well.
