Technical Corruption - The how and why of it

Too many times, we take a overly simplified view of things, maybe not appreciating the multidimensional view of the complete beast.
Corruption , or at least as it is portrayed in Pakistan is usually associated with someone getting a deal one shouldn't have, or making money beyond one's service.
It is true, that in almost all such cases the result in monetary, however in the following text I want to highlight another more subtle form of corruption and lack of competence.

Governments like any organization, need money to operate. In exchange for this money, the Government promises and provides facilities to her citizens.
The money in this case is revenue collected by means of taxation, be that direct or indirect. Since this money in reality belongs to the people very accurate controls needs to be
established and observed to ensure the money is spent for the right purpose, in the right way.

In GoP, how this works is the infamous PC(x). Someone authorized has to make a PC 1 short form for project cycle 1.
PC1 is supposed to be a declaration of
  1. Who is the beneficiaries of the estimate
  2. What benefits can the beneficiaries expect. ( these have to be categorized into tangible and intangible, whereby allocating KPIs to the former ).
  3. What are the view points of stakeholders ( beneficiaries included)
  4. How much will this cost ?
  5. What are the returns ?
  6. What is the return on investment ?
  7. When will the beneficiaries start expecting benefits, and over a period of time how will these be consumed ?
  8. What means and measures will be employed to measure the benefits and how will rectification take place ?
  9. How will progress be reported, and who will rectify once things go south.
There are other means and measures, but for the sake of simplicity I will not go in that.
Let us just simplify there are services and benefits that citizens expect, and there is a cost associated to deliver those.
The cost ( Considering intangible as well as tangible benefits ) should be less than benefits expected to make this a positive return on investment.

With that knowledge lets look at the Metro projects. These were touted and launched with too much pomp across the country.

You are welcome to select a point where metro is parallel to the road and see the throughput per 10 minutes, or 30 minutes or whatever you choose.
You will notice that the metro's throughput is several times less than the road.
Whereas at the same time, it will be impossible to find 2 or 3 consecutive traffic signals working let alone in sync.
So One has to ask the question,

Has this investment of billions of rupees solved the congestion problem in the city ?
Has the traffic situation improved in the city ?
How many people benefit from the metro, as compared to the rest of the city, and was the investment justified ?
Could this public money be spent better on other projects ?
who is monitoring and reporting the return on investment figures ?

Conclusion:
Government needs to tighten the controls around public money.
Government needs to follow the guidelines already available in ESTA code.
Government needs to follow up on project directors and force them to submit PC2, PC3 etc etc etc.
Officers who has mislead figures, or have failed to report them should be punished to ensure this doesn't happen again.
