I think 23-107 means the 7th built jet that just happened to be delivered in 2023. Could be further testing or some other reason.

No j10c price is not equal to JF17 block 3 , JF17 block 3 price is 35-40 million per jet, whereas j10c price is around 60-75 million per jet according to various sources
