The most Modiji could be held responsible was a lapse of administration and it is not uncommon in those circumstances because Gujarat was one of the worst affected states by the Islamic invasions and the news of women and children being burnt alive while returning from a pilgrimage is not going to be taken kindly anywhere in the world. I personally think he did a great job in controlling the riots within 3 days and checking the spread of it to other areas.

For the official casualty figures - its 750 Muslims and 260 Hindus in addition to the 60 pilgrims already burnt alive in Godhra which were the cause of the riots. Link
