In the video footage it can appear to be a cruise missile but the resolution is pretty low. I wonder why there's a low resolution camera around the pentagon....

The majority of surveillance videos are not designed for high speed/resolution usage. They are designed for areas where moving objects -- people and cars -- are compelled to slow down for some reasons, such as a guard gate or shopping inside a store or pumping gas into a car. Since most of these systems are also designed for long term recording, storage cost for X number of days must also be factored in, so high speed/resolution systems will cost more to buy and maintain.
