Definitely you don't know difference between rally, peaceful protest and violent protest.

What happened in Mumbai is a rally to show their solidarity with affected people and it was peaceful.

And in India you have to take permission to protest, otherwise it is illegal and can be disrupted by Police.

It is not an excuse, it is an integral part of India. GoI rules it and Kashmiri people elect their leaders who are also Kashmiri and they administer the Kashmir.
