the houses in that area are legally required to have a planning permission from Abbottabad cantonment board...
but nobody bothers.....
and by law if a house is built without planning approval from cantonment board....they can demolish it.
The way OBL house was bulit..big and ugly..it surely was not approved construction...and the cantonment board may be demolishing it on those reasons.

If any such development is there than it is not about destroying evidence... it is about making new drama and keep the fire burning.

Surely, without govt. approval such thing cannot happen and neither US intelligence can miss it.
If they wish they can block any such move.
