Why didnt Egypt and Jordan give independence to Palestine when they controlled that area from 1948 - 1967?

They couldnt because they had to keep the "good guy fighting the evil" image to strength their own rule.

Egypt ruled Gaza for 18 years, why was it considered part of the Egyptian Territory?

Why didnt they create an independent Palestinian State? Same with Jordan ruling the West Bank. Its only after 1967 that Jordan relinqueshed rights over West Bank.

because no body wanted to take the burden of few hundred thousand uneducated illiterate agrarian peasants. The issue of Palestine only exisit as an escape goat. The Palestinians themselves will testify that their country men are treated far better in Israel than fellow Arab countries.

So in other words, if Israel had never existed, Palestine would be nothing more than Provinces under Jordan and Egypt.
