This could be a symptom of a larger problem within that CRPF unit. Either the jawan had psychological problems or he was alienated/disenfranchised enough to resort for this extreme. Regardless of which, the commanders of the unit should have a lot to answer for.

It's confirmed to be a fratricide, so not accidental.

Investigation is ongoing and this is the statement from the CRPF spokesperson:

“The CRPF has ordered an inquiry into the incident to ascertain the cause of incident and suggest remedial measures. Prima facie, it seems that due to some emotional stress leading to sudden psychological disbalance, Constable Reetesh Ranjan lost control and in a fit of rage opened fire on his colleagues,” said the CRPF.

I remember reading something that basically said that CRPF lacks discipline and hence petty issues turn things ugly. Suicide rates and such incidents are likely high due to the same reasons.
 
If you're sharing a house with Indian individuals or sharing space in Army camps you never can trust your fellow Indians what they will do to you at 3am middle night !
 
It could very well be PTSD, we Asians tend to downplay such issues but some people are not mentally strong enough to cope with continued stress. The Indians can say what they want but in Kashmir they are fighting an insurgency spanning a few decades, the mental toll this would have taken on the regular grunts would have been immense.

Just look at the suicided rates for veterans in the Indian security forces.
