Indian Navy Gets Quotes From 4 Jet Makers for $15 Billion Naval Fighter Deal

The Indian Navy will soon begin examining quotes it received from four global manufacturers for 57 multirole combat aircraft. Dassault Aviation, Boeing, SAAB and Rosoboronexport have responded to the global request for information (RFI) issued in January this year.

New Delhi (Sputnik) — Apart from some basic guidelines for procurement, the Indian Navy had sought answers on a range of issues like electronic warfare capability, endurance and payload. The Navy is also desirous of licensed production of the aircraft after acquiring transfer of technology in the case.

"We have received the reply from all the four to whom RFI had been issued. Now, we will examine the RFI and will take it forward," Admiral Sunil Lanba, Indian Navy chief said on Wednesday.

Multi-role fighters are intended as day-night capable; all-weather multi-role deck based combat aircraft which can be used for air defense, air-to-surface operations, buddy refueling, reconnaissance, and EW missions from Indian Naval aircraft carriers. Solicitation issued on January had asked global vendors if it can perform Short Take-off But Arrested Recovery (STOBAR) or Catapult Take-off But Arrested Recovery (CATOBAR) operations, or both.

Swedish SAAB is pitching its single engine Sea Gripen which has capability to operate from both STOBAR/CATOBAR while Russian upgraded MiG-29K can operate from STOBAR. Boeing's F/A-18E/F Super Hornet and Dassault's Rafale M are also in the fray for approximately $15 billion contract.

Indian Navy is expected to issue the tender soon following the go-ahead signal from the government. "Hopefully, we will select and shall have deck-based carrier airborne fighter in next 4-5 years," Admiral Lanba added.

The selected aircraft will operate from indigenously developed IAC-1 aircraft carrier which will be conventional ski jump based STOBAR layout and INS Vikramaditya.

"The IAC-1 which is under-construction at the moment is going as per the timeline and she will start her trial in 2019, we will take delivery in 2020," Admiral Lanba said.

So no Lockheed martin, i guess that was expected though there were some rumours about it back in 2016.

Four players have shown an interest in providing the Navy with 57 multi-role combat fighter jets for its aircraft carrier, Indian Navy chief Sunil Lanba said today.

The chief of naval staff also said the Scorpene submarine Kalvari is going through its final phase of trials and should be delivered by July-August.

Having rejected indigenously built 'Tejas' as too heavy, the Indian Navy in January issued a Request for Information to procure 57 multi-role combat aircraft for its carrier.

"The Navy has got response from four players for the RFI. We will examine the RFI and take it forward," Lanba said on the sidelines of a seminar organised by FICCI on 'Building India's Future Navy Technology Imperatives'.

He, however, did not disclose the name of the companies which have shown interest in the proposal.

At present, the Navy operates 45 MIG-29K jets which face serviceability issues from time to time.

Currently, six planes are compatible for aircraft carrier. They are Rafale (Dassault, France), F-18 Super Hornet (Boeing, US), MIG-29K (Russia), F-35B and F-35C (Lockheed Martin, US) and Gripen (Saab, Sweden).

While F-18, Rafale and MIG-29K are twin engine jets, the remaining three have single engine.

The delivery of deck based fighter jets is expected to take four-five years.

The indigenously built aircraft-carrier Vikrant should complete trials in 2019. It was likely to be commissioned by 2020, Lanba said.

When asked about the recently approved Strategic Partnership (SP) model under which select private firms will be engaged to build military platforms like submarines and battle helicopters, Lanba said the next step would be to identify strategic partners.

"All three service chiefs will have to go and get the AONs (Acceptance of Necessity) on what we want to be built through strategic partners, so that partners in each segment can be identified.

"We are hopeful that we should be able to move this process in next six months," he said.
Four segments -- submarines, fighter aircraft, helicopters and armoured carriers/main battle tanks -- were identified under the new policy, aimed at attracting billions of dollars of investment in defence manufacturing by private defence majors including leading foreign firms.

The Ministry of Defence had recently scrapped navy's decision to appoint Flag Officer Delhi Area (FODA) and Flag officer Gujarat Naval area (FOGNA) without its consent.

Responding to this, Lanba said, "We are in discussion with the Ministry of Defence and we will resolve it."

Warships are not easy to make. This is related to the industrial level of a country. India does not have a shipbuilding industry, so.....
 
Cancel the tender and go for F35 !

It is a waste of time and money, political leadership and armed forces are incapable of selecting a jet and inducting it as we have seen in Rafale's case.

Of course I do. All ships for the navy on order right now are being built in India. Even future orders.

this word says all thing:enjoy: but not all like China, Russia and US, EU:p:

The only reason I said 'pretty much' is because we bought 6 frigates from Russia quite sometime ago.

Our best ships are all Indian built.
