With Tibet railway, China can easily carry ICBM components and assemble it at Tibet facility, but I'm wondering if there is any advantages in term of fuel saving/range/playload to bring strategic missile into 5 km height into Tibet plateau. And what is the disavantages associated with missile performances.

The train could be used to transport the TELs and the command and control (C2) facilities needed to deploy the missile launcher at a chosen place.

This practically means that a DF-21 launched from Central Tibet (around or south of Lhasa) can now reach Chennai one of the southern most cities in India.

Other missiles such DF-15, a solid-fuel short- range ballistic missile with a 200-600 km range can be deployed in a short time and launched from the train or trucks.

ICBM is not meant for India, if it's fired from Tibet plateau, I guess we could have saved the amount fuel toke for the rocket to reach 5 km altitude from sea level.

From the trajectory of the North Pole, then it wouldn't be a problem at all.

Not sure how that works just shifting to the west. Alaska is still in the north.

For ICBMs? Not really. ICBM and other strategic nuclear assets are designed against other major nuclear powers. such as US, Russia, UK and France, all of which are easier to reach from east coast or northwest part of the country in case of the Europeans.
The only advantage of deploying strategic nuclear arms on Tibetan plateau would be aiming it at India. However, India is currently on fission bomb stage, but not on miniaturization stage, as a result, it is not really much of a threat. In any case, India is also fairly close to China, thus missiles from east coast and central part of China can easily reach India. Remember, ICBMs are expensive and fairly high maintenance. By stationing them in central parts of China, they can be better supplied and maintained.
Now, conventional missiles, especially guided rockets and short range missiles are a different story entirely. There is a reason why we kept Aksai Chin following the skirmish in 1962. Aksai Chin, at the closest distance, is less than 600 km from Delhi. This means with the boost from the elevation, short range missiles and even some guided rockets can easily cover the distance. Also, aircrafts launched from Aksai Chin can practically fly over Delhi with one dive.
Technically speaking, short range tactical nuclear arsenal may also benefit from being stationed at Akai Chin, but unless a total war occurs, China is not likely to use such an option.
