Buk-M3 is required to face SOWs and SRBMs launched against moving forces also it will negates high altitude strike threat which SR SAMs can't handle, IAF can use its Jaguar and Mirages for that.

Its not as mobile and independent as Buk system is, in worst case Buk's launcher can act alon against enemy which HQ-16 can't do.

the Russians developed TOR and Pantsir for the job of tackling low level threats! there must be a reason why they moved away to these newer systems.

Kindly prove it. And Buk has other support systems too, it has its own tracking radar and have additional 12 missiles launcher which can be connected to main launcher.
