Our whole point of contention was declaring Masood Azhar a Global terrorist (Equivalent ranks to OBL). Which is done.

Now, I don't know if it's a PRC victory, given China never vetoed the 1267 committee. It put a technical hold for negotiation, but the US, along with France and UK decided to take it to UNSC for voting. (Might remember the recent spat between China and US on circumventing the "norms")

So China could either veto, which would make a big news as it would go on records of UNSC vetos, which China is known to exercise less often.

Blacklisting is not done by voting but is solely a decision of technical commitee (no Chinese currently on that commitee).
So unlike addition to grey List, upgrade to Black list does not require voting so China can't stop it.
