If you look up caste-wise percentages of the population, you will find Jammu has the highest portion of Brahmins in its population.my wife is a TamBrahm and I have an inside look at the local parties have treated this community for over 100 years. I can post many videos in Tamil that would make you cringe. And this is not politicians, this is the general public's attitude. My opinion is that the muslims are better off. the only reason the community is there is because of the central / state structure.
Most of the rest of north India comes in at between 10 to 5%. The caste tends to dominate wherever it is. In West Bengal, the government has always been dominated, for the last 75 years, by a coalition of Brahmin, and Kayastha and Vaidya. Whether Congress, or CPI(M), or Trinamool, the coalition never varies, never changes. The Brahmin is not threatened, anywhere north of the Vindhyas.
To the south, only in Tamil Nadu has there been suffering and oppression. if we take the other states, Maharasthra, what with the Deshastha in Nagpur and Pune, and generally clustered thickly around Pune, and the Konkanastha running right down the coast, is well covered, and with not a note of hostility to that caste grouping. No wonder Savarkar found a wonderfully nourishing atmosphere there.
Karnataka is notorious for their dominance. Both the Hubbeli and Udupi concentrations are widely known - and renowned. Bangalore - rather, old Mysore - is chockfull with Mysore Iyengars (and Iyers). So, too, with AP; Telangana is less pronounced a base, but is not hostile.
The point is that these southern states, Kerala included, Tamil Nadu included, never had a Brahmin population of over 2% (my examinations are a quarter century old and my memories slightly less, so do take them with caution.
It is because of the combination of the two, a very small population of Brahmins, and their overwhelming domination of society, that there was a backlash. Unfortunately the backlash was inevitably.
Having said that, there is no question that in Tamil Nadu, the Brahmin has paid his dues, in full. The persecution should stop.
