Creating a limited degree of terrorism within Pakistan is in the PA and ISI's interests as it reduces political and economic competition. (Killing peace activists, shooting out spoken critics, Baloch disappearances) And besides, you can always blame the bogeyman (RAW, CIA, Israel) to further keep the public inline.

The PA controls a good chunk of the Pakistani economy. Peace would put a damper on the good times. (...I'm sure the Indian army or any other army would do the same given the circumstances)

RAWALPINDI: The Corps Commanders Conference on Tuesday took ‘serious notice’ of India’s spy agency RAW’s involvement in whipping up terrorism in Pakistan.

“The conference also took serious notice of RAW’s involvement in whipping up terrorism in Pakistan,” an Inter Services Public Relations statement read.

Sources revealed that matters of internal and external security will be discussed and exchanged among the military leadership. The high-level military huddle will assess the progress on operations Zarb-e-Azb and Khyber I.

The meeting will also be reviewing professional matters of the Army. Since the end of last year, tremendous efforts have been put into place for the eradication of terrorism in the country.

According to Inter-Services Public Relations, Major General Imran Majeed was promoted to the rank of Lieutenant General and appointed Surgeon General.
