If an enemy is able to inflict damage to any country without being caught or not being exposed, then it is the failure of that country not the one who attacked. You need good evidences and influence in the world, Pakistan lacks that.

Plus the political scenario is very bad, and I don't think just MQM, all the parties can take support from any external agency. I am sure Nawaz Shareef took help from GIP(Saudi Intel) too in 1999 and later now. But unfortunately our the equation with the Saudis have started to change.
