Every country seems to have a different interpretation of what is known as a terrorist group. This is a paradigm common to many countries. LeT and HUM is hated by India but most Pakistanis believe they are not as violent as other terrorist groups like the Taliban and only fight in Kashmir. PKK, as you pointed out is not seen as a terrorist organization by many states. Similarly Hezbollah enjoyed massive support during its fight with Israel in the muslim world and it and hamas continue to enjoy support from Iran. BLA has similarly found support in India.It simply means the Belgian police decided it was more in the public interest to not have a (potentially violent) confrontation, which would only serve to increase media attention.
Incidentally, the PKK is listed as a terrorist organization by several states and organizations, including the North Atlantic Treaty Organization (NATO), the United States of America and European Union. However, the United Nations and countries such as Switzerland, China, India, Russia and Egypt have not designated the PKK as a terrorist organization.
Just so you know.
The point is every country defines terrorism by its own ideals, standards and beliefs. For me LeT might not be a bigger threat than TTP, Jamat Ul Ahrar and others.
