PAF Fighter Squadrons as currently standing
No 2 Minhas: JF-17
No 5 Falcons: F-16 C/D Blk 50/52+
No 7 Bandits: Mirage III (ROSE I)
No 8 Haiders: Mirage 5 (Bomber sqn)
No 9 Griffins: F-16 A/B MLU
No 11 Arrows: F-16 A/B MLU
No 14 Tail Choppers: JF-17
No 15 Cobras: Mirage III/V
No 16 Panthers: JF-17
No 17 Tigers: F-7PG
No 18 Sharp Shooters: F-7P (OCU)
No 19 Sherdils: F-16 A/B ADF
No 20 Cheetahs: F-7PG
No 22 Ghazis: Mirage III (OCU)
No 23 Talons: F-7PG
No 25 Night Strike Eagles: Mirage V (ROSE II)
No 26 Black Spiders: JF-17
No 27 Zarrars: Mirage V (ROSE III)

Only 1 F-7P squadron to go which itself is an operational conversion unit. Likley the No 18 squadron's F-7s will be the next to be replaced, or it will be No 8 Haiders and the Mirage V. The 4 bold squads above are the ones in most dire need of replacement due to aircraft life or technology level. Then the 2 ROSE II/III squadrons will likely be replaced followed by the 3 F-7PG and 1 ROSE I squadron. (9 total left to go). Additionally the No 19 F-16 ADF squad needs MLU, although the ADF are able to fire AMRAAM. Likely either the ROSE II or ROSE III (or both) could be replaced by the Jordanian F-16s if ultimately acquired and MLU'd which would help speed up replacement of older aircraft.

Paf need new planes other than thunder otherwise we would be talking to replace old f16 soon

Keep in mind that the ROSE-II and ROSE-III units are primarily strike units for stand-off range weapons (e.g. H-2/H-4) and the Ra'ad. The PAF won't be able to fully rebuild this capability in the F-16 MLU. The PAF isn't gearing the JF-17 Block-I/II for the Ra'ad, so the strategic deterrence role will fall to the Mirage ROSE-II/III.

The Mirage ROSE-II/III will likely be supplanted by the JF-17 if/when a new Ra'ad ALCM is ready. If we are luckier, then the Mirage ROSE-I/II/III and F-7PG could be supplanted by both advanced JF-17 variants (Block-III/IV) and a new medium-weight platform (e.g. J-10C).

I agree that the next unit to go will be No. 18, most likely with JF-17A and JF-17Bs (for OCU). Next up, the JF-17 Block-IIIs will do away with the non-ROSE Mirage III/5 and, potentially, ROSE-I and F-7PG (in the air defence role the AESA-radar + BVR AAM + HOBS AAM JF-17 is far superior). AIM-120C5-capable F-16s (MLU/CCIP) could also supplant some Mirage ROSE and F-7PG in the air defence role.
