Why is there no formal military alliance between all Arab countries?

To my knowledge, not a single Arab country in modern history has achieved to become industrial, military, economic or technology power that is similar level to Germany, the core axis of EU.

Well Yes. the industrial revolution started in Europe 400-500 years ago.. but based on what ???.. you can search about, Bagdad, Damascus and Andalusia.. you will certainly get a good idea.. these guys had very close relations with China for thousands of years when Europe was in the dark ages.. they had brought the light of civilisation to the darkness of Europe.. but were compensated very badly..
