Isn't the crime rate in the Netherlands already very low comparing to other countries with much severe penal code ? The Dutch are among the top five all round best performing country in the world.

True, the Netherlands is a fairly safe country. But whether one feels safe is subjective. Murder rate is relatively low, but property damage and theft aren't declining.
The sense for safety doesn't get better if you read this weeks news that a serial rapist (2 rapes and a few attempted) gets just 10 years in prison.

The maintenance cost of the Dutch prison is very high because of the given facilities. They are now renting out a couple of correction facilities to the Belgians as the local inmate number is dropping.

The ancient Greece was a world power and did not allies. Although the had subservient fiefdoms as allies. other than Persian empire they did not have any powerful enemies. The Eastern Roman Empire and Byzantine empire were also world powers of their time. Greeks have teamed with Serbs, Romanians, Bulgars against Ottoman empire. I think it was enemies of the ancient Greece that needed allies to protect them from Greece.
