Just because US designated IRGC a terrorist organization doesn’t mean that the UN did. Thus US cannot cause kinetic damage to IRGC without risking war crimes/tribunal charges.
This is a move ment to reduce IRGC clout and pressure them economically as an organization. Also mostly symbolic as many IRGC companies were already blacklisted.
Iran won’t do anything much either as it cannot afford to escalate the situation. It will continue to wait and see what happens after 2020.
Sooner or later, Iran will have to negotiate. It cant remain under these sanctions forever.

The word / designation 'Terrorist' is not just a descriptive - it is a LEGAL TERM under domestic and international laws and aggreements.
If you want to get behind what is going on here you should begin by looking at legal history and the legal aspects of War, firstly considering International Laws and Treaties (plus military conventions and accords), and then domestic laws / acts / etc.
England / Britain was the first nation to use this word in the legal context of stripping undesirable or problematic / militant individuals and groups of ALL rights and ALL protections afforded to them by centuries of International agreements.
The US went further following 9/11. They showed the world how one simple word could (apparently) free them to use violence and murder and commit grave war crimes - yet escape prosecution for WAR CRIMES and prosecution for Incitment to war, prosecution for failure to protect civilian lives, failure to protect civillian infrastructure, failure to take or protect Prisoners of War, and and many other illegal and criminal acts - including using banned munitions.
Legal Weasel words such as 'Kenetic action' and 'Humanitarian Intervention' are used instead of 'WAR' in an attempt to escape the legal implications of DECLARING a War - which is not done today.
THIS IS MASSIVELY IMPORTANT - The US, by designating the Iranian military as 'Terrorist' is a declaration of the following:
The US will not abide by any International Laws, agreements, Treatyies, or Conventions (including the Genevea and Haig Conventions!).
The US will use all any methods, tactics and weapons (including those banned or otherwise illegal) to fight the Iranians, and they will NOT take care of any wounded or any Prisoners, and will NOT protect any civillians or civillian infrasture (including medical hospitals and evacuation ships).
The US is attempting to circumvent, by apparent and bogus imperial decree no less, the very laws that even the harshest of enemies during WW1 and WW2 sought to follow - and then to escape international criminal prosecution!
The Iranians, by designating the US military also as 'Terrorists' have indicated that if no prisoners are to be taken, no international laws are to be followed, and no quarter or mercy given to the wounded or civillians alike - then they too are prepared for that 'Game'."
