US are abandoning them not in times of war and most of it is to maintain diplomatic relations. Cuba is a good example of US enforcing this doctrine, when a hostile Cuban government takes over, they are bound by strategic interest to maintain a base.

Actually 100 planes is more than enough for A&R. This includes 6000km bombers. Read the analysis, this will happen after NE Indian air bases are neutralized.
