His conditions are good but not sufficient. Quran is thematically opposed to tyrants, so it is a contradiction to call tyrants Muslim.

He contradicts Quran. The Prophets criticized unjust rulers publicly, their criticism was criticism, not insults. Rulers hold public position, they live and work off public consent, wealth and resources, so of course they are accountable to the public.

The Quran says the Prophet, who was also a ruler, is not the manager over the people. Rulers are not owners/managers of the people. In private companies, owners/managers can fire employees if they criticize them publicly. Yet even an employee has a right to take the owners/managers of a company to court if it involves issues of justice.
