Pretty sure thats the Aster-30 SAMP/T Missile. He is probably refering to the possibility of Turkey joining the program as previously reported(in contradiction to Turkey buying S-400 systems from Russia).

Of course it is Aster. I was impressed about his background and checked what he publishes;
serious posts, including critics and humour.
He publishes some hints in his archive, that we are not far away from Hisar-U and sends sublingual messages that it wil be sooner as we believe, cause signed contract with French-Italian Aster consortium.
