The title is misleading.

Turkey did pay $1.4 billion in advance for the F-35's and want its money back. Turkey has this legal right and the U.S is not above the international law.
So in order to keep the money in house, the U.S offered these 40 F-16 jets. On the next G20 meeting in Rome Erdogan and Biden will discuss about this subject.

I think that the U.S is starting to realize now that they made a big mistake by harming the relationship with Turkey.

Turkey have submitted formal request to White House for purchase of 40 x F-16 Block 70 jet fighters and 78 x modernization kits for the F-16 in Turkish inventory. This package might approach 6 billion USD mark.

Turkish letter also proposes re-adjustment of the earlier Turkish payment of 1.5 billion USD in the new package.

Biden administration is OK with Turkish request but the real battle would be in U.S. Congress. Let us see.

Reimbursement of the earlier payment of 1.5 billion USD was on the cards but Turkish leadership decided to try its luck with F-16 modernization plan.

It's funny because once again,it shows Erdogan's character and mindset:

He stubbornly refused to throw away the S-400s and stop his approach to Russia.He mocked the Americans about it.

When he came back from NY,he was angry because Biden didn't even meet him and then he announced he would buy a second batch of S-400s and also jet fighters,submarines,aircraft engines,aircraft and other equipment from Russia. He met with Putin and came back disappointed.

Block 70/72 is a major update in which multiple components are replaced. AN/APG-83 is also one of the most advanced and reliable AESA radar systems out there.

I can create a chart to highlight some differences between Block 70/72 and Block 52+.

Turkey and China have technical knowhow for developing AESA radar systems but USA had much earlier headstart in this game and they continue to outpace others.

Turkish request does not surprise me TBH.
