In today's world money itself cannot buy you sophisticated advanced weapons, there has to be a strategic convergence between the two sides, no country in the world will hand over its sophisticated advanced weapons to any random country without taking into account the long term strategic considerations. Sophisticated advanced weapons trade is not same as trade of plastic toys or grocery items.
