It was pmln's way of wooing the establishment.
Whenever they came to power , it's only due to the establishment's patronage.
The big thing is that they would give money, if they have money. They don't even know if they would come in power next year.
It was to who army in helping them win again. It is equal to pre poll rigging.
I am worried about establishment's role. Establishment has turn neutral bit against them. For countless times they do deal with criminals at the last moment and then the cycle continues. Let the natural process occur. Let them meet their end.

I think budget is more or less same as last year in $ term. With rupee depreciating rapidly, we will have even less money for defense acquisitions than last year.

They are not stopped rather these are perpetual at fixed intervals, then their is audit of the audit and followed by another audit. There are government procedures to settle down objections, only those objection which can not be settled with in specified period of time and they exceed certain amount as well are brought before PAC for settlement. However for special allocations there are special audit procedures and nothing goes unchecked.

Both Armed forces and Judicary have there internal mechanism to dealt with corruption cases ,unfortunately civil Govt has no say in this AG is Federal Ministry and it has no say until requested by Armed forces and Judiciary , Musharaf was kicked out bcas he tried to interfere in Judicial system
