Unjustified expenditure: Major irregularities surface in armed forces’ accounts

According to the Audit Report 2011 on accounts of defence services, irregularities occurred due to negligence, ineffective internal controls, embezzlement and misuse of authority by officers of the armed forces.

Around 330 contract agreements were concluded from 2008 to 2010 without following the procedure laid down in the Public Procurement Rules 2004, the auditors observed.

actually this $ 180 million is also superficial and speculative as PKR is suppose to fall further; some are speculating exchange rate of $1 = PKR +125 till this June which will not only decrease the defence budget but would hit the GDP growth figures for 2017-2018 as well

Irregularity doesn't mean corruption, these are violation of regulations which may or may not result into corruption.
There is a department of Ministry of Defence known as Military Accountant General and mind you he is a civilian not a General and Ministry of Defence is audited by AG.

Once auditors raise objections there are really a pain somewhere and few of them are only resolved in committee headed by leader of opposition.
Yes few democrats did try to avoid AG by forming at least 56 private companies headed by blue eyed bureaucrats

Sir no real contest with your statement but my point is once budget is announced allocations are based on existing rates. Who knows we go so honest and stop corruption that dollar falls down to Rupee a dollar then it will be a great rise.

yaap but keep in mind not all the funds are made available at once but in tranches so exchange rate in July (beginning of fiscal year) would not be applicable for the tranches issued during third or in fourth quarter of the fiscal year due to depreciation of PKR

unfortunately we are expecting it to fall further down so once we will be able to calculate average rate of dollar in FY 2018-19 this 20% will not be a big difference.

it makes sense , counter-terrorism spenidng reduce the incidence and lethality of terrorism since 2017 but we need to pay the price and that goes to any military-related expenditures. The military budget pays the salaries, training, and health care of uniformed and civilian personnel, maintains arms, equipment and facilities, funds operations, and develops and buys new items.
