Other reasons too.
Original deal was made by General Musharraf, who's one strict condition was that the plane must land in Pakistan with a Chinese engine.
China struggled to make their own engine for many years.
Pakistan had to contribute financially in development of the jet. After Musharraf, came to mega corrupt Zardari and gobbled up 60% of defense budget every year of his 5 year regime.
China never certified the jet for export until I think 2019 . Without government approval the jet couldn't have been exported anyway.

With conditions as well and then their is no guarantee if PAF pays up that they
will get the Jets. In the past PAF paid up and got soya beans instead.

It did not happen that way---.

Here is what happened---. Sanctiosns were coming---pakistan's well wishers had told pakistan not to invest in the F-16's---but they did.

It was Benazir govt---she wanted kick back---so a deal was made---and it is on record---in the public forum---in the pakistani news papers of that time---" hum say pehlay tau payments pay deal banatay thhay---hum nein advance pasiay dey kay deal banai hai"---translation---Before us---people made deals on credit---we are paying cash to make the deal--- ( out of that cash---$150MIL went to her pocket ).

When the americans put the sanctions on---pakistan did not stop paying---they kept on adding to the payment---.

So---please don't blame the americans---.

PAF knowingly blundered into getting the second batch of F-16's knowing of the coming problems---. They should have gone to the french for the M2K's.

Highly doubt she swindled $150mil…. PAF would have ripped her apart. No denying ppp is corrupt but every civilian politician knows the line that must not be crossed. Any shady dealing that effects the armed forces is unforgivable.

We have done that before---. But do we really need to do it now---? Chinese are producing some capable weapons---.

Seems like Paf is going to be producing some of its own weaponry.
