Ya i heard it as well but these frigates will not be export oriented product like F-22p.These frigates (Type 054 expectantly) are much more advanced than F-22p so it will cost much higher than F-22p

Pakistan has asked the US to supply it with six Oliver Hazard Perry-class frigates to augment its fleet of surface ships, the chief of Pakistan's naval staff Admiral Muhammad Afzal Tahir has revealed to Jane's in 2007.

Thusfar, however, Pakistan has only officially requested a single ship, which was granted (FFG-8 McInerney). Expect any further vessels of this class going to Pakistan to come from the list of ships in post #14.

That is because it is not a straight commercial purchase. Instead these is governments at work. It is a matter of supply and demand nonetheless.

Supply side:
In the US, the Navy makes retiring or retired ships available for transfer to foreign countries, with suggestion which ally a ship should go to. Transfer can either be by grant or by sale. Congress then has to approve a bill to authorize such tranfer before anything can actually happen. The Preseident also has approve - or at least not veto - that congressional desicion. Meanwhile, however, the receiving foreign country is not at all obliged to be interested in or take the ship(s) on offer. Witness the case of Spruance class destroyers: two offered to Turkey and one to Pakistan, with neither country ultimately showing interest. If there are no takers, and depending on feedback from intended recipient counries, other ship(s) may or may not be offered, in the desired or another quantity.

Demand side:
A foreign government can request the US government for the provision of surplus USN ship(s), either by sale or as grant (neither ofwhich is free, by the way!). It can do so either prior to or after US government decision to allow tranfer of certain ships to said country.

It takes time to make supply and demand come together (what ships, what quantity, whether as sale or as grant, financing the sale or refurbishment/delivery, and getting political approval on both ends).

There is no pool of Perry class ships sitting an waiting in storage. McInerney is the only Perry readily available for transfer on short notice (she will retire from USN service soon). Other ships of this class will only become available by 2012/2013 (i.e. when they are finally withdrawn from active service in the USN)

Turkey primarily wanted to replace 2 of her older Knox class frigates with 2 additional Perry frigates but changed mind on the unfavorable US offer. Instead Turkey accelerated the construction on the planned 2nd Milgem corvette.

The 8 Perry's of the TN are currently in a modernization proces. 3 have been modernized with the GENESIS battle management system, 4th one is currently in construction. The other 4 Perry's will get a more extensive modernization with also the installation of an 8-cell MK41 VLS launcher to give them ESSM-missile capability.

You are referring to GEORGE PHILIP (FFG-12) and SIDES (FFG-14). These are the only 2 ships at hand today. FFG-12 was offered first to Bahrain (Transfer of Naval Vessels Act of 2003) then to Portugal (Transfer of Naval Vessels Act of 2004 and 2006) and finally to Turkey (Transfer of Naval Vessels Act of 2007).
FFG-14 was offered to Portugal ( Transfer of Naval Vessels Act of 2003, 2004 and 2006) and to Turkey (Transfer of Naval Vessels Act of 2007). All offers under the Foreign Assistance Act (i.e. not sales).

These two ships have been 'mothballed' in Bremerton, Washington since 2003. IIRC Turkey would get the ship for free ('as assistance') but would have to pay for the cost of their reactivation. (sidenote: kind of like the Gorshkov deal of the IN ;-)

By contrast, the McInerney transfer would be 'hot' (she would not be mothballed first). So, it may be more cost-efficient for PN to wait for active ships to decommission.

There you go again. Have any of the Perry's already transferred 'by US to other nations been stripped? No, they never have been. And the reason is that stripping costs money, while the US has no use for the stripped systems. We've been over this before: it's fiction.

It sounds like a contrast but even the old Perry's have more powerfull radars than the lately received Chinese frigate. With a few additions the Perry's are still very usefull frigates, additions like: 3D-radar, battle management system, 8-cell vls (ie the Turkish Perry upgrade)
