Article nowhere says that India doesn't have the money (no money in your words). It is true that costs are rising, but India can afford it. Try rereading it, may be you will understand it.

Pakistan is just next door, why India need two AC for two shorelines? The carrier can be used for a blockade, far away from mainland. It is a big plus, you have to admit. Current economic condition of Pakistan doesn't even lets it plan. Had it been not so, it would have come up with the need.

It is like your other forces. All of them have to plan and purchase according to economics.

Indian navy can blockade Pakistan either way.
