Lyari Operation

I have serious doubts on ability of our intelligence and law enforcement institution, I mean what these idiots were/are doing when terrorists were/are building up stocks of weapons? Establishing terrorists and anti-state organizations? How it go unnoticed in every case? What our so called world's no. 1 intelligence agency is doing? They even can't secure Pakistan from internal threats than how we can expect them that they will secure Pakistan's strategic interests?

These are assets ! Pakistan esp khi is the prime transit point of Afghan heroine we not only just sell it there are thousands who are hooked up on this stuff which makes us a good customer as well which creates a huge demand. Issue is/was how you sell it ? well all was done is to create no go areas .. how ? simple heavily arm the gangsters to for stock security etc which worked out even better along with class a drugs they can also market the weapons of all kinds ... Thats double bubble $$$ hi $$$.. ! and thats not where its stop Liyari is a small town warehouse(transit point for retailers) whole sellers are in afghan basti , Asif square ,banaras , manghopir etc , weapons works out pretty much the same way they are asembled upnorth and than delivered here so on and so on

IG sindh didnt trusted the rangers this time wanted to keep em out of the operation , many in khi are off the opinion that rangers are helping the establishment in providing cover to their assets (AQ-TTP) ... they are the hidden hand least or providing a cover to the people behind all the unrest in karachi.

Thats plain HAWA It was NOT done , nor tried so any claims are baseless 8 years were enough to do some thing about it ... watch it the day rangers are involved things will start settling , they control the strings or knows who does it , this force is the biggest wate of resource ever

What law enforcement agencies could have done when these gangsters were free to do whatever they wanted under the direct supervision of then home minister Sindh. What police could have done to those people who were supported by their boss. I don't know the top intelligence agency can look after strategic interests of Pakistan but I know that top leader of Karachi said from London that his party and this agency if grouped together can defeat all enemies.

If that is the case then why doesn't MQM pressurize their allies to send rangers back to barracks. I think both sides will be more than happy.

Why always blame politicians - Why let law enforcement agencies get away? IMO they are more responsible for this situation than politicians, They take oath to serve Pakistan not politicians.
 
Uzair Baloch offered surrender to Punjab Police cause he does not trust CM Sindh and Sindh Police and that he can face charges against him before supreme court.

Unfortunately they have to get budget from home department of concerned province and minister is under immense pressure of MPs for posting and transfers of police officials and these top officers become rolling stones. Worst situation comes when the people from ranks who come with out proper selection system get shoulder promotions due to their special services for politicians. I believe if induction, transfers and promotions are given to respective IGs the same police will bring a pleasant change. During last tenure of Shahbaz Sharif highly qualified most of them were masters were inducted in police department as inspectors through public service commission are still inspectors today and those sifarshis who came through MPs are today SPs and SSPs even Shahbaz Sharif did not change fate of these fine officers. Some days ago I learnt that there are such police officers Sindh Police also.

I think Musharraf era was the best time Karachi had ever seen, lot of special funds were given which were nicely transformed on ground in various projects.

That's why I, always a, argue for a independent. Chain of command, of police, which should be put under, army,s coMmad !
Police structure should be , bassed on education ,special physical training, special investigative tactics , & special division (swaT), with good salries, is the basic reqirment for, strong police force in pakistan.
Let me break this news, tonight after 11.00pm, police did got 2 terrorists, got killed in a encounter, in AfshAn gali, & also police destroyed the, bunkers of terrorists!

KARACHI:*As the police remains engaged in pitched battles with entrenched criminal elements in Lyari, Sindh Chief Minister Qaim Ali Shah on Wednesday announced that the Rangers will now also be deployed in the troubled Karachi locality.
He was talking to reporters at the Chief Minister House after chairing a high level law and order meeting.
He said that Karachi is an important city and economic hub of the country while it is an endeavour of the present government to maintain peace in the province without any discrimination or favour, particularly in Karachi.
Announcing the decision to deploy Rangers alongside the police in the ongoing operation against criminal elements in Lyari, Shah said that final decision in this regard will be taken in consultation with Rehman Malik on Thursday.
He said that security forces were not just fighting gangs in Lyari, instead there was a mix* of Taliban, Baloch Liberation Army members, and members of banned outfits.
He also announced Rs2 million as compensation for families of each policeman killed during the operation.
He said that it was previously decided that law enforcement agencies will take action against criminals across the board, and that no one particular group would be targeted.
The Chief Minister said that Lyari is the main centre of the Pakistan Peoples Party and a few criminals cannot be allowed to take law in their own hands.
He also clarified that they had nothing to do with the defunct Aman committee chief Uzair Jan Baloch.
IG Police Sindh Mushtaq Shah, Director General Rangers Sindh Maj- Gen Rizwan Akhtar, Additional IG Police Akhtar Gorchani, Commissioner Karachi Roshan Ali Shaikh, DIG Police Karachi South, DC South Karachi, SSP South Karachi and other heads of law enforcement agencies presented detailed viewpoints and performance reports on the situation.
It was decided that all the agencies will work together and evolve a strategy to curb the activities of terrorists, criminals and anti-state elements.
It was further decided that a subsequent meeting will be held tomorrow(Thursday) between the IG Police Sindh and the DG Rangers Sindh followed by a high level meeting to be presided by the Chief Minister Sindh. The meeting will finalise a line of action for combating the situation so as to maintain peace in all the areas of Karachi, particularly Lyari.
The meeting was also attended by Chief Secretary Sindh Raja MuhammadAbbas, Additional Chief Secretary (Home) Syed Sohail Akber Shah and DIGs of Karachi.
 
There isn't much really. AK's, G-3's. some shotguns and grenades.
But still a concern TBH.

The fact that "normal" civilians even posses these this is concerning.

We need to get rid of this "gun culture" (guns are a part of NO ONE'S culture) and enforce gun restriction laws.

It's also because they (Rangers) benefit directly from unrest in the city. I mean, would they be required to stay in Karachi if everything was neat, dandy and peaceful? If anybody want's to know how Rangers are blackmailing the Government, just read up the history of Karachi University every single time the idea to send the Rangers packing has been proposed.

Every single time the administration has floated the idea of showing Rangers the door, the campus is flung in to chaos and unrest. Administration is ultimately forced to extend the tenure of Rangers. Imagine, a force that was raised to patrol the borders has been standing guard at universities for over 20 years! Easy and safe.
 
I am afraid a lot of resources are required to move 23500 personnel <http://www.home.gos.pk/RengersStrength/RengersStrength.aspx> within a time Span of 6 months to 3 years from one station to other and even if it is true then every second or third posting should be in Karachi. You can calculate a person who joins Rangers at the age of 18/19 years what will be his total tenure once he attains retirement age of 60 years. Important point...... Staying of a person who deals with public at one place for a longer duration has its own problems

Rangers have a strength of 1,00,000+, Sindh Rangers have a strength of around 24k out of which 5k-10k are either on fixed tasks of VIP Protocol and guarding of critical installations as well as reserve. At any given time there are roughly 10k Rangers personnel in Karachi who are shuffled every 6 months to 3 years.

But why are we arguing on those points? My post focused more on the fact that outsiders can never serve Karachi. Karachi requires a force raised from Karachi. Comprised of officers who belong to Karachi and have a Karachi domicile.
 
Lyari operation: Rangers called in for final assault

As the operation in Lyari continued for a sixth day, authorities have decided to call in reinforcements &#8211; Rangers and extra police personnel &#8211; to bring the operation to a &#8220;logical conclusion.&#8221;
Station House Officers (SHOs) from district East, over 100 sharp shooters and four extra armoured personnel carriers (APCs) have been called in as preparations began for the final round of the police operation in Lyari. Sindh Chief Minister Qaim Ali Shah and police sources said that Rangers has also been called in.
Seven people were killed, while 40 others were injured, as the troubled neighbourhood witnessed a sixth day of violence on Wednesday.
Reinforcements
Police officials said that 35 SHOs from District East arrived in Lyari while the remaining officers from the city were expected to arrive late Wednesday night or Thursday morning.
About 25 police snipers also arrived from rural Sindh, and 75 more are on their way.
Deputy Inspector Generals of police from all three zones of Karachi were also summoned at the police base camp near Cheel Chowk.
Sources also said that the police has been making maps with the help of collaborators and it is expected that the operation would end on Thursday (today).
Meanwhile, during the operation on Wednesday, the police tried to enter the Cheel Chowk, Gul Mohammad Lane, Saifi Lane and Lea Market localities again, but faced strong resistance.
Three policemen from the Boat Basin police station were held hostage and released after being roughed up by gangsters in the Kalakot locality.
Statements issued by various Pakistan Peoples Party leaders and top police officials calling for a ceasefire in Lyari have also brought down the morale of the policemen involved in the operation. &#8220;It has been six days since the operation started, yet not even one reliable strategy has been created. It seems like we have been left to die here,&#8221; confided one policeman.
Casualties
Those killed on Wednesday included one alleged gangster and six civilians. A seven-year-old boy identified as Noor Zaib was killed by a stray bullet while riding his bicycle near his house in Kalakot. Ismail Kutchi, 60, was killed and four others were wounded in Jumma Baloch Road in Kalri locality.
A woman identified as Sajjan Bibi, 22, was shot dead in Chakiwara, while a man identified as Amjad Asghar was killed near Cheel Chowk.
Eighteen-year-old Zafar Kutchi was killed in Nawa Lane, while an unidentified young man was also killed near the Lyari General Hospital. Witnesses claimed that the police&#8217;s APC hit and killed him.
Late developments
Late Wednesday night, police claimed to have killed two alleged miscreants in Lyari&#8217;s Afshani Gali while two more were reportedly arrested. The Pak Colony police station was also reportedly attacked.
Police sources also said that Rangers has been called into Lyari.
Rangers&#8217; Sachal Wing Commander Brig Waseem Ayub neither confirmed nor denied the report when contacted, and said that the media would be informed about the decision on Thursday.
Sindh CM blames separatists, Taliban

Sindh Chief Minister Syed Qaim Ali Shah said that separatist groups and the Taliban are supporting criminals in Lyari but the government knows how to deal with them.

Addressing a press conference on Wednesday after presiding over a law and order meeting at the CM House, Shah said that &#8220;the operation has not been launched to appease any group or party, but was prompted by the murder of PPP leader Malik Muhammad Khan.&#8221; The chief minister said that Rangers and paramilitary forces will be called in for further action.
He also announced Rs2 million for legal heirs of each police personnel killed in the operation in Lyari, and financial compensation for civilians who have lost their lives in the violence.

Baloch nationalists protest

Baloch nationalist parties staged demonstrations in various districts of Balochistan to protest against what they called a targeted operation in Lyari against the Baloch population.
Jamhoori Waten Party chief Nawabzada Talal Bugti, BNP chief Sardar Akhtar Mengal, President of National Party Senator Dr Malik Baloch, Baloch Nationalist leader Nawabzda Hyrbiyar Marri, General Secretary of BNP-Awami Asad Baloch condemned the Lyari operation. Baloch Republican Party (BRP) leader Brahmdagh Bugti also called for a shutter-down strike on May 4. (With additional input by Hafeez Tunio in Karachi and Shehzad Baloch in Quetta)
