As a mountain climber I can tell you you cannot need to control every single peak to get an overview or control of the whole area

I am assuming you are using the peaks to observe the enemy in peacetime and direct artillery fire in wartime

In an era of UAVs and satellite guided bombs the whole idea of putting boots on the desolate god forsaken mountain peaks looks downright stupid. Even the most macho anti-Indian Pakistani general would not sign off on the operation today
