Judging by the quotes I am reading from the military leaders, it seems like native upgrading of air force is seriously in the agenda.

Gen fadavi has also stated they are working on a 3000 ton ship with 114 meter length with speed 45-50 knots. It could be a much bigger catamaran ship.

Fadavi is commander of IRGC Navy, Sahand and Shiraz belong to IRIN so Fadavi must have been talking about something else.

Shiraz has mostly been built and it is for the Iranian navy, This ship gen of the IRGC navy was referring to was something they will start building this year. It seems they have not yet started construction.

By the way, in case some people may not be aware of it. Iran has two navies, one is the regular navy and the other is the IRGC navy.

Traditionally, there are tenders/depot ships.

I am aware of the two different services. I pointed to the IRIN ship for indication of size. Looking at LCS-2 Independence class, a 3000ton catamaran may be - vastly - larger.

Given 2 services, could this be a case of competition for size?

Loghman is the name of the project. Name of the ship is IRI Khalije Fars and yes what you refer to as Shiraz could well be it:

Loghman has a length of 154 meters bro, that's much bigger than shiraz. Look here:

But shiraz seems to have resemblances to loghman. Perhaps it is a smaller ship which will also give them experience when making the larger loghman.
It has three different level of decks. So it may be different from Sahand. But bear in mind that Sahand is also 100m long.

Judging by this picture Shiraz is longer than Sahand but not 40 m longer.

Iranian authorities/strtageists started a new approach or as we call it THE NEXT PHASE.

The new strategy is to create effective and hardcore infra for both navies of Iran to become an assault-force, open sea capable. The plan is to make two sets of new hardware for Iranian forces:

1- Long-range, open-sea, Oceanliner conventional navy ships based on current conventional designs. These have to be able to be sent anywhere around the globe when needed. Main ships of this category will be ready around a decade from now. Jamaran, damavand, Sahand, Shiraz, Khalije Fars navy ships are all experimental steps toward that designs... There are a whole range of sub-projects going on toward that X set of ships.

2- Long-range, open sea, ocean liner unconventional navy ships based on new concepts (local or imported concepts). These set of ships will play the backbone role for IRGC. A set of totally Iranian designs are ready to be set into production lines. There are two platforms for this type of ships. The 3000 Tonnes, 114 m, oceanliner will be the platform one. A set of ships will be created out of these two platforms.

Multiply an stealth unconventional ocenaliner warship combined with other unconventional weaponry and carriers with unconventional submarines, missiles, and of course airplanes (F-313!!?) and place it on a patrol route near US main land...

Iran needed the nuclear deal... needed this leader... needed Jehadi managers... Needed IRGC... Iran needed sanctions... Iran needed Iran-Iraq war... Iran needed all to rise again... To become something her name deserves after 1000 years...

Iran can not follow Western designs... Iran has neither the budget nor the stupidity to follow a scheme that never ends... Iran suceeds with a modern 2016 style warship... USA is working on a 2026 stype warship.. This tale chasing will never end... The system must be changed and this is exactly what Iran is after... Change the rules if you can not play by those rules..

There are so many codes in recent speeches of Iranian authorities... Those who need to learn the codes will learn it... others are best seat down watch it...

You may be correct, as I was listening to his speech. I got the feeling this 3000 ton ship will probably also incorporate catamaran features. He also said it has speed of 45-50 knots. They will not make a classic ship design, what's the point? IR navy is already building such ships.

Shiraz and Sahand are both under 100 meters the ship he was referring to will be 114 meters and I was just speculating I have no factual data regarding the ship he is referring to and I said it because I don't know of any standard hall ships that size with a max speed of ~50 knots and a range of 10,000 km.
Even brand new +100meters long Russian ships (standard hall) don't have that speed....

And the only ship I know of that even comes close to it is the independence class

I believe the main purpose of Shahid Nazeri project was to act as an experimental design for the much larger "Saba 114" vessel, "Saba 114" is a 3,000 tonnes and 114 meters vessel with a max speed of 50knots.

Saba 114 is currently under construction.

Although Shahid Nazeri itself can be used in a coast guard capacity.
